The
Critical Need For
In America, less than 1% of votes are hand-counted-paper-ballots at the polls on Election Day. Neither government-controlled audits nor official recounts provide sufficient transparency to detect widespread election fraud committed by voting machine companies and/or election officials. It's up to candidates and voters to fix elections properly. Since 2005, at least two candidates and several groups of volunteers in Florida, California, Texas, Ohio, and Pennsylvania have conducted Citizen Audits.HOW DO CITIZEN AUDITS WORK? As with voting, there are variations in the way audits are performed. Some activists ask voters to sign their audit forms, whereas other activists ask voters to sign a rooster, leaving the form anonymous. In general, here is how a Citizen Audit works. BEFORE voters vote, Citizen Audit forms and information can be distributed by citizen groups and/or candidates' campaign volunteers in the following ways: online, door-to-door literature drops, mail-outs (although some candidates have complained that the Post Office did not deliver their literature), newspaper ads, and at the polls on Election Day. Forms should also be available at campaign headquarters and other locations. Take into consideration absentee and early voting when determining when to begin distribution. ONLY AFTER voters vote, should the online and signed forms be collected at the polls by volunteers, at the candidates' campaign headquarters, or through the mail, if necessary. Audit forms should include at least the voter's name, address, and for whom they voted. Forms can also include a complaint section. The precincts to be covered by an audit should be as much of a surprise as possible in order to have the best chance to detect fraud. You don't need 100% participation. You can use the results to conduct a comparative analysis with official results. Keep in mind, this effort is a work-in-progress as we learn from our experiences. Lynn Landes (TheLandesReport.com) first introduced the idea of a Citizen Audit in her January 2005 article, Plan B: Organize Parallel Elections & Signed Ballots. "Something similar to a Citizen Audit was put into practice after a 2004 election in North Carolina. The Republican candidate for North Carolina Agriculture Commissioner, Steven Troxler, gathered more than 1400 affidavits from voters in precincts where voting machines malfunctioned and lost votes. On the basis of those affidavits his Democratic opponent conceded." Clint Curtis (ClintCurtis.com)
from Florida’s 24th Congressional
District, was the first democratic candidate to conduct a Citizen
Audit. He discovered that the official election results of November
2006 differed from his audit in every precinct canvassed an average of
16%! Clint is requesting the U.S. Congress to investigate. "External
verification allows the people to ensure the accuracy of their
democracy." Ellen H. Brodsky (BrowardElectionReform.org) a former election clerk whistleblower and current Exec. Dir. Broward Election Reform Coalition, was the first to do so in Florida. “Sarasota was a typical Broward election waiting to happen as we discovered through our Parallel Election. Between 12-14% of all electronic ballots in Coconut Creek did not include the popular Commissioner Race. Our PE Ballot “no votes” statistically matched the Precinct Under votes, proving beyond a doubt that the “under votes” were a result of faulty programming, ballot definition, error, or a crappy voting system. Not the voter deciding not to vote!” Judy Alter (ProtectCaliforniaBallots.org) Director of Protect California Ballots, has conducted more Citizen Audits than anyone else. “After consulting with Ellen Brodsky, I began conducting Parallel Elections in San Diego, July 2005. That first time involved 6 poll sites with 13 precincts and 23 volunteers from 7 counties in CA. We called for a recount as a result of the differences between our results and the official ones but the results were inconclusive. Since that time we have conducted “Citizens’ Written Exit Polls” in four more elections. In Nov. 2006 at 12 Los Angeles poll sites-24 precincts, 92 volunteers got over 2500 voters, 44% of the total, to participate. At one site, 77% of the voters participated. Again we paid for a recount because our results showed significant differences from the official results.” Jo Anne Karasek (www.ProtectOhioVotes.org) is the State Coordinator and drafter of the Ohio Hand Counted Paper Ballot Constitutional Initiative. "I was the first in Ohio to lead a parallel election [Citizen Count], in 2005. I had realized that verified parallel ballots could be used as strong evidence of "past recollection recorded" in contests of elections in Ohio when the reported vote count was materially incorrect. In the parallel election I led, the precinct we monitored, very unexpectedly, had the highest vote in the county for the candidate who questionably lost in the Special U.S Representative election." KEEP IT SIMPLE! Collect on Election Day, and/or in the weeks afterward, voters' signed statements for whom they voted. Don't worry too much about participation rates. Exit pollsters rely on very few respondents. FOR THE POLLING PLACES:
OTHERWISE (as in the case of Oregon where all voting is absentee): Do a literature drop (handout and ballot) in your precinct and ask that voters mail you back the ballot. KEEP IN MIND: It is not necessary to have 100% voter participation or anything close to it. If the CAPER vote tally indicates a candidate won over 50% of the votes at your precinct, but the official tally doesn't, then you can challenge the results. Or, if we count more votes for any candidate, than what the official results show, then we can challenge. This could be particularly helpful for third party candidates. Or, do a comparative analysis. Compare the % of official votes for Candidate A, to the % of CAPER votes for Candidate A. Challenges can be made on the precinct, county, or state level. Anyone can organize a CAPER. A single person can conduct a Parallel Election at their own polling place on Election Day. Or, people can be more ambitious and organize their town, county, or state. With every election, more voters will get the idea. If Americans want every vote to count, then Americans must be at their polling place on Election Day to count every vote. |

Nov 8, 2006: Update on Citizen Audit at my poll in Philadelphia - - This was my first Citizen Audit and I was amazed at the level of voter awareness of the voting machine problem and enthusiasm for this project! With most audit forms counted last night (more may come in the mail this week), out of 400 voters, 128 (32%) participated in our poll! That's very good considering our poll was left unstaffed for two hours. We counted "0" votes for Republicans, although the official total was 22 votes for Santorum (R) and 21 votes for Swann (R) for governor. Hello Lynn, I want to thank you for your article about Parallel Election's that I read at scoop.co.nz I have run for the office of Mayor in the past 4 elections. And I seriously contest the numbers that have been publicly announced. Many of the ideas you suggested in your article are quite similar to ideas that I have had myself. I once asked for a recount because I have lost all faith in the electoral systems as they stand. I personally think that the idea of the secret ballot is long outdated, and that it is time for change! When Ferdinand Marcos won the election in the Philippines with 4 million votes from 1 million voters, the system lost all of it's credibility. (At least for me!) My next run won't be for another year and a half. But I will try to keep your ideas in mind.

Lynn--That's the best idea I have heard yet. You are the only (that I know of, anyway) activist who has consistently pushed for a return to paper ballots as the only solution to the problem, while others have pitched for the worse-than-useless "paper trail." I have always felt that until that happens, some sort of exit polling is the only way to verify the results, but your idea is even better. Maybe we can get Election Protection interested, as they already have the infrastructure to do this. (If they are not interested, we will just have to do it ourselves). Please let me know how I can help.

Lynn, it's wonderful that you took this on.
I've been repeating myself all over the place: What's the use of
protests? The Democrats don't have to be told; they KNOW. We
just have to get those "too rich for their own good - or ours" out of the
drivers' seats....It's we Democrats and progressives who are getting
shafted with their machine wizzardry. Hi Lynn, I agree with your assessment of our
electoral system and the dismal choices we will be left with, I'm game.

very interested in your idea. It will, in fact, be about the only way my
daughter and I would agree to participate in another US election. I look

I love calling it PEP, that is Acronyn genius, Lynn. (How about
Parallel Election Proof!!!!) Next we need PEP Rallies:-).. Here's
an idea. The voters sign Affidavits that would be on the
flip side of the ballots.. which would then be notarized (official Parralel Election
Pollworkers (PEPs) would also be Notaries, perhaps even specially
sworn in for the polls) The affidavits would then be folded in such a
way to cover their information so that only the ballot itself is showing
and then the fold could be sealed with an (official!) permanent sticky
tab. Then they could use the electronic systems all they wanted
but the results wouldn't be final until the affidavit ballots were
counted. The seals would be broken if there was obvious
discrepancy or a close or contested race.

Kathleen The ballots could be on legal size paper. The bottom would have the voter's information and could be folded over itself and "glue sticked" in order to keep the voter's identity concealed. It would only be opened if there is a challenge. Lynn
